It was conceived by Darrell Wagner at Dunhill Electronics; he was billed on the packaging as a "Licensed Tax Consultant and former IRS Revenue Agent". The game was developed by Todd Clark Holm, "an independent investment advisor, registered with the S.E.C." The game was designed by John Simonds and published by American Videogame. It was first conceived in 1982 but only released years later.
